It focuses on key areas such as modern logistics, healthcare, aerospace technology innovation, and the digital economy. The zone is actively increasing investment facilitation, trade facilitation, financial openness, and regulatory reform, aiming to continuously unleash the benefits of the 'Bilateral Free Trade' system and construct a new platform for the external opening of the Beijing-Tianjin-Hebei region.
In this regard, both The China (Beijing) Pilot Free Trade Zone High end Industrial Zone (Daxing Region) and The Hebei Pilot Free Trade Zone (Beijing Region) have successfully implemented their task lists, earning recognition as four exemplary best practice cases at the national and provincial levels. The region is advancing 'streamline the government, delegate power, and improve government services' reforms, having undertaken 197 decentralization initiatives at the municipal and district levels. They have created an integrated service scenario where one can obtain multiple permits in a day and start construction upon acquiring land. This comprehensive approach promotes 'regional assessment + standard land allocation + commitment to inform + comprehensive services,' ensuring that businesses seldom need to make more than one visit, with multiple visits being the exception.
Furthermore, they are actively driving the rapid development of new formats and models, attracting a cluster of companies in fields such as gene and cell research, including Aegle Stem Cells, and establishing leading aviation projects like the Civil Aviation Airworthiness Certification Center. Currently, The China (Beijing) Pilot Free Trade Zone High end Industrial Zone(Daxing Region) has registered a total of 3,466 companies (including 92 foreign-funded enterprises), while The Hebei Pilot Free Trade Zone (Beijing Region) has registered 1,705 companies (including 37 foreign-funded enterprises)
In the Hebei Free Trade Zone, the Daxing Airport Area (Langfang Region) has taken on 46 national reform pilot tasks with a 97.8% implementation rate. At the provincial level, they've undertaken 192 common system innovation items and 25 personalized system innovation items, with implementation rates of 93.2% and 80%, respectively. Two system innovation achievements have been recognized as national-level cases, and one reform pilot experience has been released for promotion in the Beijing-Tianjin-Hebei region. The region is expediting the facilitation of trade and investment, issuing a policy for the management of small-dose special chemical formulations used in pharmaceutical research and development to promote the import of pharmaceutical products. They've also introduced the 'Smart Cloud Customs Checkpoint' to establish a new seamless clearance model in the Daxing Airport Comprehensive Bonded Zone, reducing checkpoint operation and maintenance costs by approximately 30% and advancing customs clearance facilitation. They are supporting banks within the region to explore innovative real management of offshore trade and offering convenient trade settlement services for enterprises engaged in genuine and compliant offshore trade operations.
The region is leading the way in constructing a modern business and trade logistics Central Business District (CBD) to high standards, focusing on creating four major industry platforms: the Information Port, Life Science Port, Manufacturing Port, and Logistics Port. Currently, the Langfang region has registered a total of 3,765 companies, including 27 foreign-funded enterprises, with actual foreign investment utilization of 227 million US dollars.
In the future, the Beijing Daxing International Airport Economic Zone Pilot Free Zone will thoroughly implement the important spirit of General Secretary Xi Jinping's speech during his inspection of Hebei and the hosting of the seminar on advancing the coordinated development of Beijing-Tianjin-Hebei.
