Nanshan District will introduce special policies for low-altitude economy, new energy, artificial intelligence, and digital economy

Recently, 25 policies, including the 'Management Measures for Special Funds to Promote High-Quality Industrial Development in Nanshan District (Draft for Comments),' were open for public feedback. Building upon the fine-tuning of certain existing clauses, these policies introduced specialized support measures for the four emerging industries of low-altitude economy, new energy, artificial intelligence, and digital economy. Companies can receive a maximum of 100 million RMB in special grants. Notably, the low-altitude economy measures state that Nanshan District's positioning and goal is to 'establish itself as the headquarters and R&D base for low-altitude economy enterprises and build a global hub for low-altitude economy.

 

From the information available, Nanshan District has over 160 companies in the drone industry chain, and it can produce a drone entirely within the district. Among the four new industry-specific policies, the 'Special Support Measures for Promoting Low-Altitude Economic Development in Nanshan District (Draft for Comments)' is the most comprehensive. It offers multi-million support for whole-machine companies, low-altitude core components, key materials, and operating service companies, with the highest single subsidy reaching 60 million RMB.

 

Low-altitude economy is one of the key industries in Shenzhen. In the development landscape of Shenzhen's low-altitude economy, Nanshan District stands out. According to data, in 2022, the output value of the drone industry in Nanshan District exceeded 55 billion RMB, accounting for over 50% of the national total, and consumer-grade drones held a market share of over 70% in the global market

 

In the special measures for low-altitude economy, Nanshan District is aiming to attract low-altitude economy enterprises and support their growth with substantial financial incentives. Among the various award and subsidy policies, the largest amount is dedicated to comprehensive projects involving the research, development, manufacturing, and operation of low-altitude aircraft systems, where investments (excluding land costs) surpass 100 million RMB. In such cases, a one-time subsidy of 20% will be provided, with each enterprise eligible for a maximum of 60 million RMB

 

Since the beginning of this year, Nanshan District has vigorously promoted drone end-to-end delivery services. In commercial areas like Window of the World and Shenzhen Bay RAIL IN, the entire process from placing a food order to packaging and finally drone delivery to the designated location takes no more than 15 minutes, leading to an efficiency improvement of nearly 150% compared to traditional delivery methods. The low-altitude economy special measures include a dedicated chapter on 'Developing Low-Altitude Flying and Integrated Services.' This chapter provides assistance to low-altitude economy enterprises that open new low-altitude logistics routes and flights, especially in the fields of healthcare/emergency services and deliveries (both starting and ending within Nanshan District). For large and medium-sized unmanned aerial vehicles, each new route receives a one-time subsidy of 350,000 RMB, with a maximum subsidy of 2 million RMB per enterprise

 

The low-altitude economy special measures also specify the inclusion of low-altitude flight services in government procurement services. It encourages relevant departments of the district government to purchase low-altitude flight services in public service areas such as emergency rescue, forest fire prevention, urban fire prevention, traffic inspection, police patrols, illegal construction inspections, and land surveying, promoting the integration and development of the low-altitude economy with the digital economy

 

In relation to emerging industries such as new energy, artificial intelligence, and the digital economy, Nanshan District has also developed specialized support policies, as indicated in the 'Special Support Measures for Promoting High-Quality Development of the New Energy Industry in Nanshan District (Draft for Comments).' Among these, for newly introduced digital economy enterprises, they will receive a one-time settlement incentive of up to 100 million RMB, depending on their scale and other conditions

 

They are soliciting '5G + Industrial Internet' application scenarios for parks and enterprises and encouraging qualified solution providers within the jurisdiction or consortiums they form to carry out benchmark project demonstrations for these scenarios.
